                                                             Can We Control the Weather ?
 
 


Does it really come as a surprise ?

The United Nations has banned weather warfare, or as they termed it, ""military or any other hostile use of environmental modification techniques" through the "deliberate manipulation of natural processes" of the earth, "including its biota, lithosphere, hydrosphere and atmosphere, or of outer space."  The resolution was adopted on December 10, 1976, opened for signature at Geneva on May 18, 1977, and entered into force on October 5, 1978 as the  ENMOD Treaty .

On April 28, 1997,  William S. Cohen (U.S. Secretary of Defense under President Clinton) stated at a news briefing that even terrorists can alter the weather and are already doing so ! 

"Others are engaging even in an eco- type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves."       (this straight from the US Dept. of Defense website ... click on link "news briefing" above)



What fascinating discoveries, and such a noble cause.  Pretty costly too, I bet.







Early review of the SPS (Solar Powered Satellite) program began in around 1978.  The review panel for the program included 
Rosalie Bertell .  An expert in environmental epidemiology, Bertell has received five honorary doctorate degrees and numerous awards,  and has collaborated in various environmental analyses undertaken in the US, Canada, Japan, the Marshall Islands, Malaysia, India, Germany, Ukraine and other countries.  Although SPS was proposed as an energy program, it had significant military implications, including providing surveillance and early warning, jamming enemy communications, destroying airborn enemy missiles, causing mental disorientation, and causing general enemy panic  President Carter approved the SPS Project, in spite of the reservation which many reviewers expressed, including Bertell.   She approached the United Nations Committee on Disarmament on this project, but was told that as long as the program was called Solar Energy by the United States, it could not be considered a weapons project. But the same project resurfaced in the US under President Reagan, moved to the much larger budget of the Department of Defence (instead of the Department of Energy) and called Star Wars.
 
Regarding HAARP ( High Frequency Active Aural research Program ) Bertell writes ;
 
"It would be rash to assume that HAARP is an isolated experiment which would not be expanded. It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere. It would be rash not to associate HAARP with the space laboratory construction which is separately being planned by the United States.  HAARP is an integral part of a long history of space research and development of a deliberate military nature.

The military implications of combining these projects is alarming. Basic to this project is control of communications, both disruption and reliability in hostile environments. The power wielded by such control is obvious. The ability of the HAARP / Spacelab/ rocket combination to deliver very large amount of energy, comparable to a nuclear bomb, anywhere on earth via laser and particle beams, are frightening. The project is likely to be "sold" to the public as a space shield against incoming weapons, or, for the more gullible, a devise for repairing the ozone layer."
