Windows NT (Service Pack 2 and above) allows disabling context menus through editing the registry.  This is done by adding a new parameter (DWord value) set to the value 1 to HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer. 

Reenabling context menus (making right-clicking functional) can be done using this little program.  To use it, download it to the hard disk.  Then either double-click the filename and OK the merge when prompted or right-click and select "Merge" when prompted.  This will set the value of DWord to 0.
